These appear to be 10 inch uPVC overflow pipes from Harrymoor Tanks. The pipe lower down is either a washout or an outlet pipe with a wierd looking joint to the bend. The vertical 6 inch uPVC pipe has inside an extension spindle to operate a 6 inch Sluice Valve.
